Dr. Eng. Moses Michael Odongo Okune: the highly educated engineer at the helm of lango cultural leadership

Lira, Uganda | Dr. Eng. Moses Michael Odongo Okune, the Paramount Chief (Won Nyaci) of Lango, is a prominent figure whose professional career in civil engineering and public infrastructure has shaped his leadership journey within the Lango cultural institution.
Dr. Okune is a trained civil engineer with an extensive academic background spanning engineering, management and specialised bridge engineering. His qualifications include a Bachelor’s degree in Civil Engineering, a Master’s degree in Civil Engineering, a Master of Business Administration (MBA), a Master’s degree in Bridge Engineering from the United Kingdom, and a PhD in Civil Engineering.
His academic background has been complemented by a long career in Uganda’s public infrastructure sector. Before taking up his role in Lango cultural leadership, Dr. Okune served as the Executive Director of the Uganda Road Fund (URF), the government agency responsible for financing the maintenance of public roads across the country. He held the position for about a decade.
His experience in road infrastructure and public-sector management has made engineering and development central themes in his public profile.
Dr. Okune’s journey to the Lango paramountcy has, however, been closely linked to a long-running debate over the leadership of the Lango cultural institution. He emerged as a prominent figure in the cultural leadership contest after being elected by a section of Lango clan leaders and subsequently led the Tekwaro Lango administration. The competing factions later embarked on reconciliation efforts aimed at restoring unity within the cultural institution.
In December 2022, Uganda’s Constitutional Court upheld the earlier High Court decision recognising Dr. Okune’s election, dismissing a petition that had sought to challenge his leadership.
His position was further formalised when the government gazetted him as the new Won Nyaci of Lango, following an election held on March 1, 2024. The Ministry of Gender, Labour and Social Development stated that the gazettement followed the applicable legal and electoral processes.
Dr. Okune was subsequently installed as Paramount Chief, bringing to the cultural institution a leadership profile combining traditional authority, advanced academic training, engineering expertise and senior public-sector management experience.
His rise from a professional career in civil engineering and national road financing to the highest traditional leadership position in Lango marks a notable transition from technical public service to cultural leadership.
For many observers, his career demonstrates the increasingly diverse backgrounds from which contemporary traditional leaders in Uganda are emerging, with professional expertise, education and public-sector experience becoming part of the profile of cultural leadership.
