PLU takes 2031 endorsement drive to kisoro as signature collection campaign begins

Kisoro, Uganda | The Patriotic League of Uganda (PLU) has extended its nationwide mobilisation campaign to Kisoro District, launching a signature collection exercise aimed at gathering public endorsements for General Muhoozi Kainerugaba ahead of the 2031 presidential election.
The campaign, launched in Kisoro on Monday, is part of a broader PLU initiative to mobilise supporters across Uganda and collect signatures in support of Kainerugaba, who serves as the organisation’s national chairman.
PLU has been conducting the endorsement exercise through both physical registration books and an online platform. The organisation says the campaign is intended to give supporters an avenue to formally record their endorsement of Kainerugaba’s proposed 2031 presidential candidature.
The Kisoro mobilisation adds to a series of similar activities being conducted in different parts of the country. PLU has recently extended its endorsement drive to grassroots structures, following the initial national launch earlier this month.
According to PLU, endorsement books have been distributed to different areas as the organisation seeks to build a nationwide record of support. The group has also established an online endorsement platform where eligible Ugandan citizens can register their support using their National Identification Number, with PLU stating that the information is kept privately and that the endorsement is not a ballot or NIRA verification exercise.
The Kisoro exercise comes as political mobilisation around the 2031 presidential race continues to develop, with PLU increasingly positioning Kainerugaba at the centre of its national activities.
The organisation has previously reported endorsement activities involving leaders and supporters from regions including Ankole, Teso and West Nile. In September, PLU also reported that MPs from the Ankole sub-region had publicly endorsed Kainerugaba for the 2031 presidency.
The campaign has also attracted attention because Kainerugaba is currently serving as Uganda’s Chief of Defence Forces. His political mobilisation for 2031 has consequently prompted public discussion about the legal and constitutional framework governing active-duty military officers and political activity.
The Kisoro signature drive is therefore expected to further expand PLU’s grassroots mobilisation as the organisation continues collecting endorsements from communities across the country.
PLU says the wider exercise is focused on documenting citizens’ expressions of support for Kainerugaba ahead of the 2031 presidential contest.
