Amolatar PDM Dispute: Officials Reject Proposed “Kalulu” Requirement

Amolatar,Uganda | Disagreement has emerged in Amolatar District after District Chairperson Morish Ogwal Omara proposed that Parish Development Model (PDM) beneficiaries should select “Kalulu” as a condition for accessing benefits under the government programme.

Ogwal made the remarks recently during a fellowship gathering at St. Luke Church of Uganda in Amolatar Urban Archdeaconry, where he expressed his intention to introduce the requirement under his authority as district chairperson.

However, Amolatar District Commercial Officer Okello Burotigo has dismissed the proposal, saying the official PDM guidelines do not provide for beneficiaries to select “Kalulu” as a requirement for accessing PDM support.

Burotigo urged PDM beneficiaries and SACCO leaders to follow the approved guidelines rather than requirements that are not contained in the programme framework.

Amolatar Resident District Commissioner Francis Okello Odoki Rwotlonyo also cautioned against altering the PDM guidelines, stressing that the programme operates under guidelines approved by Cabinet.

Rwotlonyo said the selection of “Kalulu” is not among the approved PDM requirements and called on PDM SACCO leaders to strictly follow the established procedures.

Meanwhile, Kioga North MP Geoffrey Ocen Kiring warned PDM leaders against introducing or changing programme requirements without authorisation.

Ocen said the PDM guidelines were approved by Cabinet and cannot be amended by individual leaders. He further cautioned SACCO officials against misleading beneficiaries, noting that some leaders have already faced arrest over alleged misinformation concerning the programme.

He maintained that only the relevant government authorities, particularly Cabinet where applicable, can make changes to the approved PDM framework.

The Parish Development Model is a government initiative designed to increase household incomes, promote financial inclusion and support communities to move out of poverty.
